Ceylon Chamber Welcomes UK Trade Reforms Boosting Sri Lankan Exports

The Ceylon Chamber of Commerce has welcomed the UK Government’s decision to liberalise rules of origin under its Developing Countries Trading Scheme (DCTS), which will take effect in early 2026. The move is expected to significantly enhance Sri Lanka’s access to one of its most important export markets.



Under the new reforms, Sri Lankan apparel manufacturers will be permitted to source up to 100% of their inputs from any country while retaining tariff-free access to the UK. The change is set to provide a major boost to Sri Lanka’s apparel industry, the nation’s largest export sector. Expanded regional cumulation arrangements across 18 Asian countries are also expected to strengthen supply chains and create opportunities for other value-added exports.



Ceylon Chamber Chairperson Krishan Balendra praised the initiative, noting:

“We deeply appreciate the efforts of the UK Government, the British High Commission in Sri Lanka, the Sri Lankan Government, and the Joint Apparel Association Forum in advancing this initiative. The liberalised rules of origin will provide a strong impetus to Sri Lanka’s apparel industry and help strengthen our position as a trusted and competitive partner in global supply chains.”



The Chamber urged exporters to familiarise themselves with the new rules and prepare to take full advantage of the opportunities presented. It further announced plans to work with the UK High Commission and the Government of Sri Lanka to share information and raise awareness among the private sector.
